A Qualified Investment Project (QIP) is an investment project registered with the Council for the Development of Cambodia (CDC) that can receive incentives under Cambodia’s Law on Investment, adopted in 2021.[1]
Who it is for
QIP status is aimed at projects that meet set criteria for sector, size and contribution to the economy, such as manufacturing, agro-industry, tourism infrastructure and technology. Small service businesses usually do not need it.
Main incentives
Depending on the project and the option chosen, incentives can include:
- A period of income tax exemption, or alternative incentives such as special depreciation
- Exemption from customs duties on certain imported equipment and materials
- Investment guarantees set out in the law
How to apply
- Register the company with the Ministry of Commerce.
- Prepare a project proposal with investment amount, activities and timeline.
- Apply to the CDC, or to the provincial investment sub-committee for smaller projects.
- Keep reporting and compliance obligations once approved.
Rules and thresholds change, so investors should check the current sub-decrees and take professional advice before applying.
